Business Development and Client Engagement

Roger Williams provides commercial leadership, project planning skills and foresight to get things moving and off the ground. He delivers on project initiatives and makes a positive difference:

Deal Negotiations and Capital Investment

China – 2004 to 2007: Lead Negotiator with Veolia Water for provision of water and wastewater treatment services

  • Increased market share across China for Industrial outsourcing in Steel, Chemical, Petrochemical, Food & Beverage and Paper industries
  • Secured largest industrial outsourcing deal in Asia with Tianjin Soda, with €50M per year revenues through a 25-year Joint Venture partnership

Saudi Arabia – 2020: Bid Manager with AECOM

  • Promoted optimal commercial conditions that encouraged capital investment to thrive in a country at the infancy of project financing
  • Negotiations for Design-Build-Finance-Operate (DBFO) contracts for hospitality projects

Project Direction and Team Development

Leading cross-cultural teams, Roger has managed up to 40 people, working with them to improve quality and productivity.

  • Enabler of new works supervision procedures in China that empowered the Resident Engineer to exercise his responsibilities to control the works contract and acceptance of quality control tests
  • Collaboration of ideas and engagement with colleagues, public bodies and stakeholders
  • With strong inter-personal skills he conveys information effectively and clearly, in accordance with an agreed communications plan. 

Commercial Management and Leadership (UK-based)

 2016 to 2018: Project Manager with United Utilities

  • Defined clear project scopes and galvanized team inputs to meet delivery targets for wastewater plants
  • Developed a strategy to realize opportunities identified by risk analysis, bringing 20% savings to £4M contract at one wastewater treatment plant.

2018 to 2019: Project Executive with Natural Resources Wales

  • Stakeholder liaison on flood defence issues, dealing with sensitive local issues during public drop-in sessions or through direct contact with individuals
  • Produced compelling "5-Case" Business reports, and presenting to Executive Board to secure Government funding for flood defence schemes.

Commercial Management and Leadership (International)

Korea, China, Taiwan and SE Asia – 2000 to 2007: Commercial Manager with Veolia Water

  • PPP offers and acquisition of existing water services businesses, including Due Diligence of performance and condition of assets
  • Business development marketing based on market size; identified competitors or potential partners; ROI approach for development cost budgets based on win-rate targets

UAE – 2007 to 2013: Land Development Manager with AECOM 

  • Part of successful bid teams for program management services at Capital District, South Hudayriat Islands and Khalifa A/B Cities in Abu Dhabi

Due Diligence and Operation Turnaround - Treatment Services

SE Asia and NE Asia 1997 to 2007: Manager with Veolia Water 

Assessment of operational performance at existing treatment plants as part of potential offer for water or wastewater services. The due diligence approach would generally follow:

  • Facility inspections of condition and function of the equipment, and analysis of operating business data
  • Develop strategies for operational savings, improved practices and technical solutions
  • Assemble capital costs and operational costs; Review cash-flows for projected investment returns 

Excessive costs from inefficient existing processes were reduced. Furthermore, by adopting a preventative maintenance regime staff were trained to undertake repairs, leading to more efficient overall operating costs and increased staff outputs. 

Project Management - Tianjin Soda (Bohai Group), China

China - 2006 to 2007: Commercial Manager with Veolia Water

  • Main negotiator on a Joint Venture for outsourced Industrial Water and Cooling Water services 
  • Helped nurture the relationship with Tianjin Soda, a chemicals company, over 18 months 
  • Structured the deal and managed documentation to implement the investment. Presented various procurement models and corporate structures 
  • Cost and revenue lines defined as separate but integrated process water systems, developed by Roger in a complex CAPEX-OPEX model that interfaced with main financial model. 
  • Managed the financial model outputs and reporting to Veolia Water's Executive. 

Project Management - Water Supply in SE Asia and NE Asia

Philippines, Korea 1997 to 2002: Manager with Veolia Water 

Process and operational performance reviews of water treatment plants ranging from 19 MLD to 400 MLD - part of due diligence to acquire assets or identify potential risks from investing in existing water business entities. He oversaw design of groundwater wells, river intakes, transmission and local networks, booster pumps:

  • Water demand strategies and water resources development (for groundwater and surface water)
  • Bulk supplies at Bulacan, north of Manila, involved politically heated discussions with water districts as slow progress with the WB-funded Angat Dam work 
  • Non-Revenue Water reduction in supply networks   
  • Review of water tariff structures to assess investment returns and end user affordability. EU/WB/ADB grant in aid set a benchmark for tariff expectations. 

Project Management - South Hudayriat Islands, Abu Dhabi

UAE – 2009 to 2011: Project Manager with AECOM

  • Mixed use real estate on man-made islands, connected to the mainland by three major crossings for roads and rail systems. 
  • Infrastructure works comprised: dredging and reclamation; immersed tube tunnel crossings; roads and bridges, marine edges and marinas; rail transit.
  • Formulated the engineering implementation strategy, logistics planning and integration with dredging of shipping channel project 
  • Environmental considerations were paramount due to adjacent marine protected area, supporting a thriving marine habitat for dolphins, flamingos, dugongs, turtles and corals.

Project Management - FIDIC Project Manager

Saudi Arabia 2019 to 2020: Project Manager with AECOM

  • Administered the US$50M Design-Build contract for 10,000 sqm. Festival Hall building comprising theatre, atrium, kitchens, restaurants, artist facilities, VIP lounges and production offices. 
  • The fast-tracked pace of works demanded careful quality control, safety measures and clear communications.  

Construction works involved steel erection, concrete lift shafts, MEP systems, mirrored façade, interior architectural finishes
